Yesterday I learned of the existence of an AD covering BRS installations in Cessna 172 and 182: click here (http://regulations.justia.com/view/100480/) to access the text and a pdf of the final issued regulation.

It seems a poorly worded reg: it does not specify a time/hours in service to comply or whether the unit may be placarded inop until compliance, or whether the plane is grounded until compliance, etc. Moreover the AD does not state that it applies only to a range of serial numbers, so I wrote the following e-mail to Gregg Ellsworth at BRS:

Dear Mr. Ellsworth

This is a follow-up e-mail for a phone message I left for you earlier today, March 17. I own a Cessna 182P with the Peterson 260se/stol-Katmai conversion. During the conversion Todd Peterson installed a BRS in this aircraft: BRS serial number XXXX, BRS part number 9005IM-03. The installation instructions are dated June 4, 2007. The actual installation was in October 2007.

Today I became aware--quite by chance through the internet; I received no notification from FAA or BRS--of airworthiness directive 2007-CE-079-AD which requires replacement of the pickup collar support and nylon screws. This AD references your service bulletin 07-02 dated June 8, 2007, just 4 days after the date on my unit's installation instructions.

Does my BRS already comply with the AD? Was the work specified by SB 07-02 already performed on the unit prior to shipment to Peterson? If so, how may I document this in the aircraft records? Is it incorporated in the installation instructions? If so, which pages?

If the SB/AD has not been performed, is my aircraft grounded until it is? How long do I have to comply? The aircraft is based in Palo Alto in the San Francisco Bay Area; could you recommend a nearby shop that could perform the work? There are several Cirrus Service Centers within an hour's flight, would they be qualified to do this job? Do you have available a parts kit for the replacement?

Thank you very much in advance for answering the above questions and providing any other information that would help me assure continued airworthiness of my aircraft and its BRS.

Sincerely,

Kevin W. Moore

He replied within just a couple of hours that my unit had been built in compliance with the AD & SB and thus the AD did not have to be done. Whew! :o I have requested a letter stating this on company letterhead for inclusion in my aircraft records.

It appears my browser cut off part of the text, so I didn't see that compliance is required within 25 flight hours after the effective date of the AD. So, one has a bit of time to arrange getting it done.
